G.O.P., Democrats in Its Sights, Is Grooming Black Candidates

Which is hypocritical and cynical tokenism, of course, but will it be effective? I hate to say it but a small part of me hopes so in this context:

Julian Bond, chairman of the N.A.A.C.P., who has sharply criticized Mr. Bush, welcomed the Republican effort.

"We're happy the Democratic Party may have to compete a little harder for votes it may have take for granted for the last several years."

Republicans love their base, Democrats take their base for granted.
